Cleared American Guards shall provide perimeter and internal access control, control of secure storage areas, and personnel or material escort within or to a construction site. CAGS will be responsible for the control of classified material and documentation. CAGs may be called on to assist with random selection of materials required for construction and installation. ALL Cleared American Guards (CAG) must have, at a minimum, a high school diploma or GED equivalent and preferably three years' experience as, or similar to, a Military Policeman or Marine Security Guard, or three years of experience as a security watch stander whose duties included the use of alarm systems, metal detectors, x-ray devices and closed-circuit television systems. All Cleared American Guards will be capable of reading and speaking English, provide legible and concise reports in English, and provide informative information orally when questioned.
Cleared American Guards shall be responsible for issuance of the appropriate identification badges to only persons with authorized access. CAGs shall dissuade and immediately report (all) unauthorized personnel or vehicle entry, or attempted entry, onto the construction site or into designated secure areas. The CAG shall report all unauthorized entries to the Team Leader who will report to the SSM. The CAG shall be responsible for control of all secure documents and areas as designated by the SSM.
CAG staff shall ensure that all persons, packages, bags, boxes, crates, vehicles, or other means of introducing material onto the construction site or into the secure areas are inspected for questionable or prohibited items. Means of inspection include, but are not limited to, metal detectors, explosive trace detectors, use of x-ray machines and visual examination. The CAG shall immediately notify the SSM or designee of any impediments to timely and effective inspection; including but not limited to deficiencies or malfunctions in any Government or General Contractor Provided Equipment (GPE or CPE).
CAGs shall surveil the perimeter and internal secure areas through the use of closed-circuit television (CCTV) systems and other intrusion detection systems (IDS) in accordance with the Site Security Manager's (SSM) Orders. CAG staff shall monitor these systems on a 24/7 basis from an Access Control Facility (ACF) unless otherwise directed in writing by the SSM. The Team Leader will designate a CAG position(s) to rove the construction site both during and after- hours, per the SSM's orders, to protect the integrity of Controlled Access Areas (CAA) and its materials. The required number of roving CAGs shall be determined by the Office of Security Management, Site Security Operations officer and/or the SSM. A Government provided electronic verification system will be utilized to ensure specific areas are observed.
