ORGANIZATIONAL SUMMARY:
The Institute for School-Community Partnerships, Integrated Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners' decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.
POSITION SUMMARY:
At the direction of the Florida Department of Education's McKinney-Vento State Coordinator, the Program Analyst provides support and assistance to local educational agencies (LEAs) regarding the implementation of the education provisions of the federal McKinney-Vento Act for the education of children and youth experiencing homelessness. This includes the development and implementation of processes and content related to funding applications, compliance monitoring, and the provision of technical assistance. The Program Analyst may assist in the areas of needs assessment, program capacity building, training and technical assistance, collaboration with state and local partners, and compliance monitoring. Needs assessment involves the analysis of data related to the identification of children and youth experiencing homelessness and their school attendance, participation in school activities, and academic success. Capacity building involves working with staff of other federal programs to assure the best use of federal resources for the benefit of student education. Training and technical assistance is the sharing of information and building of skills in best practices relevant to McKinney-Vento Act goals. Collaboration involves the development of relationships with state and local constituents for the purpose of identifying opportunities for homeless education improvements in state policies, procedures, and practices. Monitoring involves the review of LEA documentation and interviews to determine compliance with the McKinney-Vento Act.
RESPONSIBILITIES:
Provides technical assistance to local educational agencies (LEAs), homeless families or youth, other FDOE staff, and others regarding the PreK- grade 12 provisions of the McKinney-Vento Act, including by telephone, email, the development of webinars and technical assistance papers, provision of presentations and workshops, participation in the planning and conduct of related state and sub-state events.
Prepares monitoring work papers and documentation requirements; develops LEA compliance and performance risk factors for the selection of LEAs to be monitored; conducts on-site and desktop monitoring activities and develops related reports.
Designs funding applications, coordinates application reviews, reviews individual applications of assigned LEAs, provides feedback to applicants, and prepares applications for leadership review and approval; reviews and processes project and budget amendments during the year.
Gathers data and information to assess the progress of individual LEAs and the state program office toward state goals for the education of homeless children and youth; produces related reports and other documents.
Assists with the coordination and support of meetings of state program office partners in the education of children and youth experiencing homelessness and other activities
Performs other duties as directed by the Program Director or Chief of the Bureau of Federal Educational Programs
POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Communication, Education, Adult Education, or equivalent field with one year of experience in a professional training position; or a Master's degree in the same field.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
A degree in social work, education, psychology, public administration, or business is preferred. Previous work experience with meeting planning and management, training design, survey design, data analysis, time and task management, and proficient use of Microsoft Office Suite, particularly Word, Excel, and Power Point is also preferred.
